The appointment of General Smuts to the command in East Africa- in place of General Smith-Dorrien, who has retired from reasons of health- has met with universal approval.  It is generally felt that there could be none better fitted for the task than the man who, when an enemy, won high praise as a daring guerrilla leader in the Boer War, and, as a friend proved an incomparable organiser of victory in the recent campaign in German South-West Africa. In the interval between these two appearances in the field he was for many years South African War Minister, when he carried through the Defence Act, which established compulsory service throughout the Union.
